To reduce recycling costs for defense Russian plutonium, the U.S. has offered to build a MOX fuel fabrication plant in Russia that is identical to the plant it is building at Savannah River. The U.S. plant is itself patterned after the spent fuel recycling plant in southern France owned and operated by MELOX, a COGEMA subsidiary.
