Canada ratifies Kyoto agreement

Canada has joined 100 other nations in ratifying the Kyoto agreement, an international accord aimed at combating global warming through the greenhouse effect. Russia is now the only nation that must sign the agreement for it to take effect and bring the total percentage of emissions from developed nations covered by the accord to 55%, versus 43.7% today.
