Spain: debate over the Kyoto "invoice"

Spain's new president, José Luis Rodriguez Zapatero, says that the country must fulfill all of its commitments to reduce CO2 emissions under the Kyoto Protocol.
Meanwhile, several sectors of the economy are protesting the loss of competitiveness that a recent study by PriceWaterhouseCoopers says this implies: a cost of €19.1 billion to Spain from 2008-20012, for losses of one GDP point per year.
